Business verification is a process that confirms that a Business Manager account belongs to an actual business or organization in order to use some Facebook products and features such as WhatsApp.
Before we start, you need to have the following prepared:

A Business Manager Account

Access to developer features or WhatsApp for Business

Proof that your business is a legal entity: a business phone number or mailing address

Official documents to verify the business’ name (could be the business license, for example)

Official documents to verify the business address or phone number (could be a utility bill)
The person verifying the business account needs to:

Be an admin for the Business Manager account to be able to submit an ID for verification
-
Provide a photo of their governmental identity verification
-
Have proof of access to your business: ability to retrieve a verification code sent to business’ official phone number or email address, or use domain verification to verify access to business.
Eligibility for Facebook verification
You can only request Facebook verification if your business needs access to certain features or you need to show people more information about your business.
If the Start Verification button is not clickable, you need to:

Go to your Business Manager

Open Accounts and click on Apps

Click Add then click on Create a New App ID

After making sure your ad-blocker is disabled, click Create Account.

Enter the information in the required fields and click Next. Information is as below:

Enter your business details and click Submit.

Go to Business Info Section and complete your business details
How to verify your Facebook Business account
Step One: Confirm your identity as an admin (if needed)

Click on the Confirm Identity button.

Select a type of government ID from the list

Upload a photo of your ID

If you don’t have a photo ID you can submit, you can upload two official documents. Click here for the types of ID Facebook accepts

Click Next.

You’ll get a Facebook notification on your personal profile once the Facebook team has reviewed your ID and made a decision.
Step Two: Enter your business details

In Business Manager, Click on Security Center

Click on Start Verification
-
Enter your business details making sure they’re as close as possible to the information in your legal documents
Step Three: Verify your legal business name
Upload a standard official document that matches the legal business name you entered earlier.
Please note that documents acceptable to verify the legal name include:

Your business license
-
The certificate of formation or incorporation

Tax or VAT Registration Certificate
Step Four: Verify your business address or phone number
Upload a document showing the legal name of your business along with the mailing address or phone number you entered.
Please note that the documents acceptable for address/phone verification include:

A utility bill such as a phone or electricity bill

A bank statement with the company’s address

A business license with the company’s address or phone
Step Five: Choose your verification method
You can choose to receive the verification code on your business phone number via a text message, a phone call, or email. You can also use the Domain Verification Process.
